Dan, we have this moss (fungus?) growing on our red oak and sawtooth oaks. Is it harmful to them and if so, what can we do? Thanks.

These are lichens (neither moss nor fungus). They are self-sufficient, plant-like organisms that attach and grow on the bark of trees, shrubs, wooden fences, concrete, etc. They are not parasites and do not take from the plant they are growing on.
However, a heavy growth of lichens like I see in the photo may indicate a tree in low vigor or not doing well. If this tree looks healthy and vigorous, do nothing. If the tree looks less vigorous with a thin canopy, fertilize it with a general purpose fertilizer, tree fertilizer or tree spikes following label directions. Fertilizers are our best tool for boosting vigor.
